once you have submitted your site to google allow it to settle for a while,it may go up and down the serps but eventually it will settle in position,in the meantime add quality content often and find good quality inbound links eventually it will climb the positional rankings if you add relevant content,google got big by presenting quality content in relevance to customer requirement so the more you can give with regards to quality content for your desired keyword or phrase the more emphasis google will attach to your site as a credible source,if in doubt about how to approach this obtain the services of a professional as a simple blunder can harm your credibility with google irrevocably.

That's an interesting point, Edina. Google is very critical of unmoderated forums due to the lack of quality content that can often be found. You should make every effort, either personally or with a service like Mollum, to moderate the quality of comments being posted to your forum. Failing to moderate posts will likely result in lots of spam, as you have had, which will lead to penalties.

One of the primary concerns that Google has is that your spam posts, and even quality posts, can include links to other sites. You should make sure any links that get posted in comments are tagged rel="nofollow", so that they do not effect PageRank, and cannot harm your site.

If you can show Google that you have taken steps to moderate your forum effectively, and that any links that should not effect PageRank (basically all links in forum posts) are tagged rel="nofollow", then you should submit a reinclusion request to Google. Your reinclusion request should show that you've understood what was previously wrong with your site or forum, what steps you've taken to correct the issue(s), and a solemn undertaking not to let the issues surface again in the future.

what if you were getting spammed (ads placed on the site through an open forum) and you put in Mollum softward. Would that do something to drop your website in google rankings? My website has dropped from number one page to 11 or 12 page!

No, you don't need to resubmit to Google which is a crawler based search engine. It will periodically revisit your site and discover new content. It will do this more and more regularly if it discovers new content every time it visits your site. If you site content doesn't change often, then it will visit your site less frequently.
